Can I use it to compare bidding in different parts of the state?
Yes, because you can ask about a region rather than a single buyer. Comparing how often awards change hands in one area versus another is a reasonable way to judge where competition is thinner. It reflects only what is published, not private market knowledge.
Does it work with Copilot?

Is this a bid writing tool?
