Ontario has an enormous number of public buildings under separate management. Provincial ministries and agencies, hospitals and health organisations, school boards, colleges and universities, and every municipality from Toronto to small townships. Each maintains its own facilities and tenders its own cleaning, grounds, snow and mechanical maintenance. Many sit on shared bidding platforms, but which platform a given buyer uses is largely an accident of history, so the postings are still scattered.
