Working out who actually decides takes more digging than the notice suggests.

Does it cover municipalities and water authorities?
Yes. Ministries, provinces, municipalities, water authorities, education and healthcare organisations are all public buyers and all in scope. Any Dutch buyer publishing publicly can be stood up, including the smaller organisations that buy on their own account. Name the organisations you sell to and we will confirm what is covered.
Can I ask about Dutch tenders in English?
Yes. You ask your assistant in plain English and the answers are grounded in the source records. That is useful for teams assessing the Netherlands from outside, where language is often the first barrier to a proper look.
Can I see who won past Dutch public contracts?
Awarded contracts are held alongside the live notices, naming the buyer and the supplier who won. That history shows you who is established in a category and how often work genuinely changes hands. It is usually what decides a bid or no-bid call.
