Software rarely gets bought as software. It arrives inside a managed service, a systems integration package, a reseller agreement or a hardware refresh, and the notice is titled accordingly. A vendor watching for its product category by keyword will miss most of the deals it could have won, then hear about them from a partner after the fact. The category is not the problem, the naming is.

Can I find out which software a government agency already uses?
You can see what it has bought, where the award is published, including the supplier and the value the source records. That is a purchasing record rather than an installed base inventory. In practice it is the closest public signal available on what an agency runs.
Does it show deals bought through resellers and partners?
The award record names the supplier the buyer contracted with, so a reseller or integrator appears where that is who won. For vendors selling through channel that is often the more useful view, because it shows which partners are actually transacting with which buyers.
How do I catch opportunities that are not labelled as software?
By describing the requirement rather than matching a keyword. You ask your assistant what a buyer is procuring in your terms, and the answer comes from the notice content and award records. This is the main reason keyword alerts under-report software, because the buyer usually calls it something else.
