Can I see which contractors are winning public construction work?
Yes, where the awards are published. You can look at one contractor's record across buyers, or at one buyer's record across contractors. Repeat winners in a region become clear quickly once the awards are read together rather than one at a time.
Does this cover subcontract and trade packages or only head contracts?
It covers what public buyers publish, which is generally the contract they awarded. Packages let by a head contractor privately are not public procurement and are not in the record. What you do get is the buyer to contractor relationship, which is usually the useful starting point.
Can I use this to see what a public buyer paid for similar work?
Where values were disclosed, yes. Publication practice varies a lot between buyers and jurisdictions, so it is stronger in some markets than others. Nothing is estimated to fill a gap, because a made up benchmark is worse than none.
