Who is buying, and what is next
What an agency has bought, from whom, at what value, and on what cycle. Contracts coming up for renewal are the pipeline nobody has published yet.
Award history, incumbent suppliers and buyer patterns, from the source records.
Illinois splits its buying across the state's chief procurement officers, and then again across the universities, the transit agencies and Cook County and Chicago underneath them. An award made by a state agency and an award made by a city department are the same work to you and live in different places. If you sell here, the incumbent you are actually up against is often on a record you have never opened.
Procurement Context puts the award history behind your AI assistant. You ask who has held a category of work in Illinois, which buyers keep going back to the same supplier, and how often a requirement has been recompeted. The answer comes from the award records themselves, so you find out whether a solicitation is genuinely contestable before you assign anyone to write it.
That changes the bid or no-bid conversation. Instead of arguing from impressions about who is strong in Springfield or at a university system, you look at what has actually been awarded, to whom, and how long the relationship has run. Some of those records make the decision for you. A supplier that has held a requirement through three cycles is not usually beaten by a good response alone.
